Minor fixes and updates to BitLocker installation topic

- There was a weird mix-up of Windows 10 and Windows Server 2012+ naming, so I aligned that
- Fixed the formatting of the "applies to" in markdown, and added Windows Server 2016 and 2019 (the latest, just released)
- The opening paragraphs contradicted themselves about whether PowerShell is an option (answer: yes it is)
