Minor fixes and updates to BitLocker installation topic

- There was a weird mix-up of Windows 10 and Windows Server 2012+ naming, so I aligned that
- Fixed the formatting of the "applies to" in markdown, and added Windows Server 2016 and 2019 (the latest, just released)
- The opening paragraphs contradicted themselves about whether PowerShell is an option (answer: yes it is)

For all Windows Server editions, BitLocker can be installed using Server Manager or Windows PowerShell cmdlets. BitLocker requires administrator privileges on the server to install.
For all Windows Server editions, BitLocker must be installed using Server Manager. However, you can still provision BitLocker before the server operating system is installed as part of your deployment.
