No. If you want to use PIN or biometrics with Azure Active Directory identities on Azure AD registered, Azure AD joined, or hybrid Azure AD joined devices, then you must deploy Windows Hello for Business. It is currently possible to set a convience PIN on Azure Active Directory Joined or Hybrid Active Directory Joined devices. Convience PIN is not supported for Azure Active Directory user accounts. It is only supported for on-premises only Domain Joined users and local account users.
