Under **HKLM\Software\Policies\Microsoft\Windows\WindowsUpdate\AU**, set **AuOptions** to **4** and enable **NoAutoRebootWithLoggedOnUsers**. As with Group Policy, if a user schedules the restart in the update notification, it will override this setting.
