Merged PR 9066: small updates in WA privacy
Includes link to Win10 GDPR topic and additions noting that IE site discovery is disabled on Win7 and 8.1 devices in EU countries. **DO NOT PUSH TO LIVE** until advised by Marc Shepard after a meeting planned for 6/20. @marcshep has just advised this can go live now @Marcshep has confirmed this can go live now (2 July).
