Update policy-csp-controlpolicyconflict.md
I confirmed that MDMWinsOverGP affects Update CSP and the CSP settings write GP settings. I guess that this description was wrote due to the below bug, but it seems like the bug was fixed by feature request. https://microsoft.visualstudio.com/OS/_workitems/edit/22117269

This policy is used to ensure that MDM policy wins over GP when policy is configured on MDM channel. The default value is 0. The MDM policies in Policy CSP will behave as described if this policy value is set 1.
